On the NVidia site everything from 8600gt or 9000 series will easily do and they probably will be in your price range, too.

Edit: DO NOT GET A 7950 Card, this is two generations old and you will get a faster newer card for the same price or way cheaper!

Edit2: King of Kings solution is quite nice for a cheap and quite good card, this one would be way more powerful (i consider it an extremely good offer for its price), just costs 1.5:

Newegg.com - Recertified: EVGA 512-P3-N841-RX GeForce 8800GTS (G92) 512MB 256-bit GDDR3 PCI Express 2.0 x16 HDCP Ready SLI Supported Video Card

Good Ati Cards:
Newegg.com - SAPPHIRE 100255L Radeon HD 4670 512MB 128-bit GDDR3 PCI Express 2.0 x16 HDCP Ready CrossFire Supported Video Card - Desktop Graphics / Video Cards
Newegg.com - MSI R4650-D512 Radeon HD 4650 512MB 128-bit GDDR2 PCI Express 2.0 x16 HDCP Ready CrossFire Supported Video Card - Desktop Graphics / Video Cards

You just told him to buy...a recertified card..now i praise you for taking the EvGA brand but NEVER BUY CARDS UNLESS THERE NEW! Your better off shelling out that extra 20-45 dollars

And in all honesty, unless youve got a power supply with sufficient 12v rails your going to want to go with an older card, such as the 7xxx Series, these cards are cheap, extremely efficient, and unless you O'C them they last forever.

Give us more of your pc specs, such as the power supply and well go from there, if you buy an 8600gt and your psu doesnt have any 12v rails, your screwed for however much you bought the gfx card. Also in the long run your going to want a faster dual core proccessor, dont listen to the monkeys who tell you to get quad core, not only is it light years ahead, but it runs slower because games arent designed for them.
